Rachel Lucas now has merchandise, and the result is both cute and right-wing. Oscar Jr. has insulted me and tried to outdo my scientific survey of bloggers' ages (mine still has more digits). The official stance of IMAO is that we (meaning me) hate him. I have added a him to my blogroll so I can later de-link him (the ultimate insult to a blogger). As long as it's reasonably clear that it isn't meant to be an accurate depiction, parody is protected by the First Amendment. Photos could be more of a problem; this is not because Rummy himself could sue you for violating his copyright on his image, since every time he does a press conference he's holding it out to public, but because whoever took the picture holds a copyright on that.
