These two idiots approached this ship in international waters and were tossing bottles containing acid at the sailors. The deliberate impediment of a ship in international waters in the act of commerce could easily be construed as piracy. Maritime law surrounding acts of piracy are fairly loose in the interpetation of "reasonable response".
