That cartoon is incomplete. It left out the part where both the homeless guy and the pickpocket spew hate about the guy in the suit.

A republican and a democrat are walking down the street. They spot a homeless man who asks for some money. The republican gives him $20 out of his pocket and a business card to a nearby temp agency. The democrat is impressed so then next time they run into a homeless man that asks for some money, he gives him $40 out of the republican’s pocket and a business card to a nearby homeless shelter.
