Nuclear weapons don’t emit enough ionizing radiation to really harm anyone. Most of the deaths are caused by the shockwave and the heat flash, so covering as much exposed skin as possible and getting low to the ground, preferably under something sturdy, would increase your chances of survival. Of course if you’re close enough to ground zero (usually a few hundred yards) there’s nothing you can do.

Thus, “fight back with scissors” is the dumbest thing to come out of a government since “Hey, let’s pick a fight with America!”
