    Not just spending-Lower government Growth.

    A maximum of no more than one percent of the population should be employed by the government.

    1) At that ratio, they will actually be responsive when one of them gets out of line since it will mean more work for the others.
    2) With that as a limit, they have less time to participate in mischief like finding new ways to bilk the public.
    3) With a limit like this one, they will have to compete in performance to keep their jobs.
