If you think about it this gives Obama a lot of power over the insurance companies. If he can enforce the law any time he wants to they will pretty much have to dance to his tune, won’t they? Oh, and I bet ya he will enforce it selectively as well.
As walruskkkch said, this is “as designed”. It not only gives power over the insurance companies, but sets the precedent for total control over any industry by an administration. If a president can selectively enforce laws on a whim without any checks and balances in place, he effectively becomes a dictator.
