This cartoon captures perfectly my impression when an incident engenders hashtags. Are people searching for specific hashtags to join a discussion group (and, if so, how do they choose among the many possible variations, and are they cross-referenced?) or do they merely post a thought and what they feel is a good hashtag, and move on to another topic? In other words, do they feel it is the job of readers to find them, rather than for them to find readers?
