The United States Census Bureau estimates that the population of California was 38,802,500 on July 1, 2014. I don’t know if that includes the hordes of illegals that reside in the state or not, but I do know that every one of them is a water consumer and they all live in a state that is mostly arid to semiarid desert land. So of course there’s a drought, most of the state is desert.
