Ill make a prediction too. The older Scout books will be picked up by newer generations and flipped through. Some neighborhood boys will get together and figure out how to make fires and build camp gadgets out of wood and rope. They’ll make first aid kits and survival kits. Some dads and uncles that know how to shoot rifles or bows and arrows will show them how to do that too. Groups of about 5 boys at any one time will probably be the norm. The uniforms will be printed t shirts from one of those online quickie shirt companies that’ll print whatever you want.
Will it work? Yes, for those who really want it to.

They’ll camp in state parks and learn how to cook outside. One of the boy’s family might also have some property where they can also camp. Summer camps can be long stays at state parks or backpacking trips at national parks.
Awards and advancement can be modeled after video game achievements if they want. They can be 3d printed at libraries or the kids schools. They don’t have to be patches.
“River Rangers”, “Fortress Mountain Brigade”, “Valley Lancers”. They can call themselves whatever they want too.
They can meet at neighborhood parks for just about everything but shooting and boating.
Permission slips and parental agreements can easily be made with MS Office, Brochures too. Youth protection info can easily be found online and included in parental agreements.
I’m an Eagle Scout and a former council level scouting professional.
To get enough money for big trips they’ll have to get creative. They won’t be a 501c3 so they won’t be able to fundraise unless they use Gofundme or Patreon or some other site like that. Small scale sales or lawn mowing may have to be a source of income.
I forsee a lot of rather young girls losing their virginity on overnight camping trips.
Can you get a merit badge for that?
When I was a teenager, girls 16 and up who were In Explorer Posts could work at scout camps. They were mostly wranglers in the horse program (not all camps had horses) but some were lifeguards or even taught merit badges.
None of them had their own uniforms unless they were Sea Scouts and had the white uniform shirt. That led to them borrowing the extra shirts from the male staffers. I’m sure there were hookups. Being a teenage boy I thought they looked kinda hot in bsa uniforms. However that was when they weren’t supposed to have a khaki uniform shirt, so the taboo aspect was in play.
The downside was always the loss of the casual friendliness of the staff. It was replaced with guarded words and preening for the girl’s attention.
Someday I’ll tell the tale of the ex boyfriend of a female staffer that showed up drunk in the middle of the night looking for her. Some called it the “GI JOE Macho Commando Night of Fury” but I don’t want to give too much away.
