When the question is “who’s the best villain” and one of the choices is Christopher Lee, the right choice is always Christopher Lee.
Good point, but when one of the options is Christopher Walken, regardless of the context, that’s a hard burden to get over.
Besides, Lee was in two of the Star Wars prequels, so that costs him points right there.

Oh, no denying Christopher Walken’s abilities. But in Lee’s defense, he was not what was wrong with the prequels. I cannot help but vote for someone as badass as Christopher Lee [link]
Lee was also not the problem with The Man With The Golden Gun. But boy howdy was that a stinker of a James Bond movie!
When you have the chance to pick Christopher Walken, pick Christopher Walken. When you don’t have the chance to pick Christopher Walken, pick Christopher Walken. Learn it, know it, live it.
The Man with the Golden Gun was the only one of these movies where it was personal. Scaramanga was an assassin who engraved bullets with his intended target’s name. This was personal. All the others? Just business.

Um…no… The engraved bullet was from his kept woman as a way to pull 007 into conflict with Scaramanga and save her from her slavery to him. His signature was the golden bullet itself. Of course, he was tantalized with the idea of going mano-e-mano with 007, but there was never anything personal between the two until they crossed paths after 007 was tasked with recovering the Solex.
Regardless, Scaramanga shouldn’t even be in this list IMAO (see what I did there). He’s nothing but a hired hit man, even though much of the story revolves around him. He’s hired by the Chinese (interesting how most of the Bond movies it’s the Chinese behind everything) to recover the Solex.
And to a larger point, too many of you are getting wrapped up in the off-screen persona of the villain, and not the part. Hugo Drax is by far the top megalomaniac of this crop of villains and it ain’t even close. Dude is going to take out humanity from space and repopulate the world with his own seed. That takes chutzpah AND panache.
