That’s a photo of the William J. LePetomane home for the insane gambler, an institute that has proven to be a giant leap forward in the treatment of the insane gambler.

Maybe it’s the back-side of the building. Everyone knows what the front of the buildings look like because there’s so many pictures. But who takes pictures of the back of buildings? Maybe that picture is the back porch of the Supreme Court Building. It makes sense if you really look at it…. see that little covered porch area, that’s the designated smokers area.
I did a search for this and rather interestingly one of only two images that showed up was linked to IMAO.
