See the first comment for a reason why it probably wouldn’t work: the Kim regime needs an outside threat to justify the hardships the North Korean people endure. On the other hand, if you could get them to decide it’s better somewhere else, you might could make it work. It’d be like getting a hog (or a horse even) to stop eating a watermelon rind.
