Here’s a cool one: Juneau Alaska, the state’s capital, cannot be driven to. You have to fly in or go by boat. No roads lead there.
I was there for a tour off of a cruise ship, and the tour guide told a few stories: stolen cars are watched for at the ferry dock. At least one new to town idiot has attempted to escape police by driving out of town on the main road. It ends about 5 miles outside of town, in both directions. The cops just stop once they’re past the last intersection and wait for the idiot to come back.
We have lots of towns and villages here in Alaska that have no road service only way to get there is by boat or by air. I worked at the USAF air station outside such a town for fourteen years. I liked it because you didn’t have to register or licence your car because we weren’t on the road system. Also you could go anywhere in town on a snowmachine (in winter) or fourwheeler summer or winter. We did have a slight problem with snow machine and four wheeler theft though, mostly stolen for joy rides.
