No, that was a glitch. A human glitch.
When I shut down comments to do the update, spambots were sending code outside the comment form. And, since I had to shut down all plug-ins, that meant the spam filter wasn’t working. So, I enabled the “must be logged in to comment” setting to prevent the bots from spamming. Then, when we were done, I forgot to undo that setting.
I’ve put it all back now — I think — and have cleared the cache. So all should be well now.
