New studies estimate that there are 150 million pieces of space junk orbiting the earth which could potentially damage a spacecraft or satellite.
I can only think of one path to clear skies – create a government program whose purpose is to maintain the current level of space junk.

Within 15 minutes of somebody actually undertaking to collect and salvage the space junk, you would have some preservation group suing to make sure no “historically significant” artifacts are being destroyed while environmentalists would be protesting over the processing of toxic waste, and unions would be protesting unsafe working conditions.
Not to worry, SkyNet has this well in hand. (Wait, what? It’s not a big net in the sky?)
