That accurately summarizes the police power of the state. If every law passed by congress was honest and included at the end: “Do this or people with guns will make you do it” then there would be fewer laws passed by congress. Which would be good.
IIRC, P.J. O’Rourke proposed a “is this worth shooting Granny for” test for laws and regulations in Parliament of Wh0res, postulating that laws must be enforced, and if you ignore fines and warnings, you will be arrested, and if you resist arrest you will be forcefully restrained, and if you resist forceful restraint more force will be used, and if you resist even more forcefully, even violently, you will be shot. So, is the law in question worth shooting your Granny for if she resists it? Most laws are not.
