They determine which area is “most poverty-stricken” (as opposed to….?) by the number of Obama bumper stickers. It gets confusing though, on the one street where the non-most poverty-stricken people live, every car has one too.
At least they don’t have to worry about getting lost looking for them since no matter which way you go, you’ll find them.
