Lex Luthor actually became president in the comics during the 2000 presidency. In the beginning he seemed a pretty reasonably good president. I don’t remember exactly how it ended but it ended bad.

The Riddler, the Joker, or Dr. Evil would give hugely entertaining addresses to the nation. And they don’t seem to be anti-capitalism, or even particularly anti-America, just selfish and greedy. OK, a little power-mad. So, politicians.
Lex Luthor, on the other hand, seems like he would despise what this country stands for as much as Hillary does, and would undermine it as much as she would.
