On the other hand, the government does have several large organizations dedicated to breaking stuff and blowing stuff up and killing bad guys. It might be the only thing the government is actually good at.
(Actual peace is such a raw event it’s barely worth considering, although there have been long periods when not many bad guys were getting killed.)
One other thing the government can do about scarcity is create it.
