I could see this coming after the nightmare of having to deal with Flood policies following the Biggert-Waters Act of 2012 clusterschtup.
Only folks signing up for ACA are folks that already have pre existing or older people that use insurance more frequently. They planned on young people that dont get sick as much to buy policies to provide cash to balance out those in the first group. However young folks would rather pay a small once a year fine instead of a monthly premium payment. They would rather spend that money on the xbox they can use now instead of healthcare they wont used until much, much later.
Those of us in the insurance industry saw this coming. You see the government controls all Flood insurance in this country. For decades they kept the price of flood policies artifically low to encourage people to buy the insurance. Then a few years ago there was a lot of flooding and the National Flood Insurance Program (NFIP) began to go broke. So two congress critters passed a law to remove the subsidy to get much needed cash into the program. Problem solved right?
Well suddenly people that were used to buying flood insurance at $400 a year now were paying $1000 plus the next year. People freaked and called thier congress critter and complained. So congress fixed it again.
The fix was to remap flood zones. Suddenly people that had been in a high risk zone were now magically in a low risk zone. The idea was that you could get a much cheaper policy if you are in a low risk than in a high risk. They thought that people would rather pay $400 again instead of $1000.
However now that they were no longer in a high risk zone people chose to pay $0 instead of $400 and cancelled thier polices. So now the actual risk of flood remains the same (flood water does not pay attention to arbitrary lines on a map) so there is less money in premium collected and the program is right back where it started. Oh, and buy the way since NFIP thorugh FEMA sets the rates it does not matter who your flood carrier is if they write an NFIP backed policy the price you pay is the same no matter the carrier.
ACA is the same way, it just took us 2 years to get here instead of 50. Government does not know how to run a business and has no business telling people how to run thiers.
At this point, to vote democrat in any election you are a co-conspirator.
