I think that we could make licensing by the State a voluntary action. If you want the State to give you an exam and thorough going over before you open and then on a periodic basis you can do so. You will proudly be able to display a certificate acknowledging that. But that’s it. You don’t have to do it and if you don’t you don’t get the certificate to display and then it becomes caveat emptor.
