Any bird dumb enough to nest in a rocky tar parking lot deserves to die and I will never apologize. Besides, it looks like a cross between a pekingese and a zebra.
The authorities are probably just intimidated by the name…
Not shown in photo, emu security guard. They considered a Yak, but they found the smell of old egg yolk in hoof was gross.

How the heck did they find it? I bet it was planted.
Had one of those, or something similar, nest in our back yard, the summer after we moved in. Just a scrape on the bare soil. Saw the chicks once after they hatched. Those ground nesting birds can’t dawdle and are hatched pretty much ready to go.
