I think you’d have to go to downtown Johnstown or Amsterdam, just to name two off the top of my head. A tour through a lot of old upstate cities would give you a feel for what exurban means. Most all of them places Andy has never been,

People are leaving NY because of the horrid economic environment. Not weather but taxes and excessive regulations. You cannot just start a business here. There are so many hoops to jump through from the state all the way down to the local level. All of this is directly due to the over regulation that has developed in this state due to democratic policies.
I live in fly-over upstate and we all know the difficulties our children have in securing meaningful employment after they graduate. The job market sucks. You can earn more money out of state and pay less in rent and cost of living too.
As long as the state looks at its citizens and their private businesses as revenue opportunities this emigration out of the state will continue. Until the state faces the reality that upstate should not be regulated like the metro-NYC region this will continue.
Businesses are leaving to find places that are cheaper and easier to operate in.
Blaming climate change is the ultimate in stupid hail Mary’s for Cuomo.
