Here’s an encouraging example of change seeming to come from the bottom to the top.
(An example which, sadly, could never happen in our own “free” country):
When the statue is completed, just get the Friendly Fyre organizers to charter a cruise ship to visit it.

Yet, seriously, if the sponsors hired a few WWII geeks to narrate the hazards the Merchant Marine and Navy undertook to get goods to Vladivostok during the war, I’d seriously want to take the cruise!

Normally the heads dropped into basket, I wonder why “Heads will roll” became the popular phrase.
“heads will basket” just doesn’t have the same ring to it.
Although, that thought gives new meaning to Hillary’s “basket of deplorables”, doesn’t it?
