Qualifications for kennel license:
1:Ability to pay the
protection money…shakedown… license fee every year.2: Ability to pay occasional
bribes..gifts… inspection fees to ensure you’re in compliance with rule # 1 and that there’s no misunderstanding orratting on the scum bags demanding bribesdisclosure of the highly effective enforcement methods, all to protect our dog population,It’s for the puppies.
You forgot record keeping, requiring detailed proof of lawful disposal of pet wastes at a government approved facility, carted by approved haulers.
Governments gotta govern, that’s why we elect ’em.

I’ll take them seriously when they start enforcing a law that all owners of Occupy protestors must clean up after them.
