Based upon the fact that the architectural styles are shockingly different, and that there are so many rooms that couldn’t possibly fit together, I have come to the conclusion that either these photos are not actually of the IMAO HQ, but just from various different buildings, or (and this is the more likely scenario) that the IMAO HQ is located in the Winchester House.

The photos are from many buildings housing IMAO branches in many locations. Walrus’s desk always has a phone, however.
As you’ve seen, IMAO World Headquarters is in a tall skyscraper above Basil’s supply closet.
