He’s not even, properly speaking, a California official. He’s a city councilman for (surprise!) Berkeley. Unfortunately, it’s probably legal for states and municipalities to tax the internet. There are state and local taxes on my telephone bill, and a state and local sales tax on the bill for my internet connection.
