Will he be against starting it before he’s for it? or maybe the other way around? Or is John Kerry just too durn confusing.

It’s about as bright as anything he has been alleged to have said.
Perhaps he can throw his appointment as Secretary of State over the Whitehouse fence while condemning the Obama administration for ineptitude and gross stupidity and then denounce the State Department for war crimes at the hearing which is bound to follow his condemnation.
