I just figured out out. Since the President of France is a member of the Socialist Party, Obama was worried that he would not be able to control himself when he met him and give him on of those awkward hugs and instead of kissing him on the cheek he would kiss him full on the mouth instead. Knowing that the evil Fox News would see this, film it and show the world it would be bad optics. Plus the fact that Hollande would not be able to hang out with him in the Muslim No-Go Zones would be just rude.
One thing weirds me out about countries like France and Russia: if there’s both a president and a prime minister, do I really want to take the time to figure out who weilds power?
