A human I know very well did some work with General Dynamics at Cape Canaveral back the the 90’s. They had a rule then (may still for all he knows) that female employees could not wear anything sleeveless. It may might actually have been an Air Force/NASA rule that applied as well to contractor employees. Anyway, it was considered too distracting for a high danger, high cost business.
I’d say it’s a lack of cat o’ nine tails.
But then, I’m a traditionalist.
