That indicates nothing, as far as the problem this was supposed to address.
“Empty chair” is being generous to this guy.
“Signed up for coverage” is the same as “Registered voter” in polls. Rubber meets the road with “Likely voters” (i.e. paid for coverage).
“We’ve still got to get 9.5 million Mexicans, Brazilians, Chileans . . . ”
Once we get 9.5 Colombians to sign up, stick a FARC in us, we’ll be done.
