Snopes says:
The photo in question was submitted with the caption: “This is a street in Venezuela. That’s money in the gutter. It’s worthless. Welcome to socialism.”
Snopes labeled it “miscaptioned”.
Then explained: “this is a genuine photograph of worthless money dumped in the gutter of a Venezuelan street. However, the accompanying caption presents an oversimplification of the series of events that led to this currency’s worthlessness and its discarding by Venezuelan residents.”
They then go on to explain all the reasons besides socialism that the money is worthless. All of which don’t happen in non-socialist countries.
It’s a tragically, unintentionally amusing thing to read.

What’s worse, Venezuela is still experiencing a toilet paper shortage. Apparently, the money isn’t even good for that!
