How can the developers make a proposal that makes economic sense for this investment? How can they charge enough rent per square foot to cover the cost of development, maintenance and make a profit?

Just remember though, it’s entirely possible there’s a gimp in the basement if someone is willing to pay for the space. I’m pretty sure I saw one in Seattle on an underground tour using only my phone flashlight as I was about to open a coffin like box when bam, the lights came back on and had to leave. The Tour Guide was just messing with me/us I think.
