Take me down to the gentrified city where the grass is green and the girls can't even

I read that there was a brawl at an NYPD/FDNY charity hockey game, and nothing has ever made more sense.

Next time you want to impress a girl when you're on a walk and hear chirping, elbow her in the shoulder and say "Dems is boids."

I feel so weird when I don’t understand one.
Old joke
“Take me down to the gentrified city where the grass is green and the girls can’t even”
What am I missing?
I know there’s a Guns ‘n’ Roses song that goes “To the paradise city. Where the grass is green. And the girls are pretty…” But . . . .?
I feel ya, Oppo. The girls can’t even _what_? Afford to live there anymore? Are the girls poor? Is this political commentary on the pseudo gender wage discrimination? Or did he just run out of syllables? I must know!
