Well, at least back then tramps didn’t demand free condoms from the government.
Where did this convention happen? I mean, was it out in a field somewhere? If not then how could they pay for a location? I imagine a pasture filled with lean-to tents and the speakers getting on their soapboxes to create these rules. And by soapboxes I mean soapboxes.
