Why won’t Ted Kennedy be attending the State of the Union Address?

Is it because he is legally defined as a Molotov Coctail due to the massive amount of alcohol dissolved in his blood stream? Or because his massive body counts for 535 representatives, and thus exceeds the building’s legal capacity?

My guess is because he’s so flamable from all the alcohol in him plus he’s so large as to impede people’s escape from a burning building.
