If you use “the people” in the communist sense (e.g. the people’s army), then “the people” clearly only refers to the State. Ask Hillary, Bernie or Barry. No advanced legal knowledge involved.
Challenge the left to cite any other example where “the people” is referring to a collective right and not an individual right. That gets them all flustered right quick.

It is individual people who regulate the militia. The ones with the means to do so, anyway.
