I didn’t make the picture, but I suspect the quotes may have been used for emphasis rather than to denote a quotation. Personally, I use asterisks when I don’t want to capitalize:

I went back and forth with him on Twitter about Troy Davis (the cop killer Georgia finally executed in 2011). He finally admitted he knew little about the case. Since I grew up near Savannah, I followed the case from the time it happened. Lots of misinformation was put out, but the truth was available for someone who’d simply do the research: Troy Davis was a cop-killer.
Erik, bless his heart, seems like a genuinely good fellow, but he won’t do the work if it might lead him to a truth that conflicts with the liberal talking points.
