The words could not be more clear, once you’ve gotten the meaning of SHALL. The first part is the reason, the second part is an absolute prohibition.
The First Amendment prohibits Congress from something. The Second prohibits ANYBODY from something.
Come on man, who uses “infringed” anymore? It is like a dead word or something. Might as well have the whole clause written in Latin.
