Does the picture on the ID have to match the voter?
I must be missing something here…does your state’s ID suddenly lose its picture after it passes its expiration date? Can you reprogram it to show a different name once the old one expires?
expired passports have been valid ID for years. not sure i see a lot of “there” there.

My thought is that an expired ID is likely to be thrown away after a new one is issued, and someone could yoink it out of your trash.
I was arrested for driving on an expired license when I was 21.
Banks will not accept expired IDs and neither will bars.
They let expired people vote so why not……
The “expired” means “hasn’t paid the current rent” and you are not allowed to drive until you do.
The “Identify” function dies only with surrender in a court action, although they may decline to verify the ID if he rent has not been paid.
I take it the redefining of the word “Valid” in Virginia only applies to the use of an expired license for purposing of voter ID, and for nothing else. The legal problem is mission creep where some smart lawyer takes this “Use” and tries to get it expanded into other areas. Nose. Camel. You know. My guess is that the state didn’t want to spring any money to provide “Valid” non-Driver’s license ID to all the voters.
I have no problem with voters being allowed to use an expired I.D…As long as they are only allowed to vote “Present”.
