Fitzgerald DID indict Delay and (2 others), and it only took like 6 grand juries and 3 days longer than Texas law allows. (on one of the indictments)
The other indictment he got with, I think, a whole 12 hours to spare. Not sure about the number of grand juries involved.
Personally, I don’t see why Fitzgerald can’t just indict Delay. It would get rid of a lot of complications.
